Established in 2020, Illinois Unidos is a coalition of 100+ Latinx healthcare providers, policymakers, experts, nonprofits, and leaders. We’ve impacted over 500,000 individuals through initiatives like community health worker capacity building, designing and distributing bilingual COVID-19 information, health policy advocacy, and equitable resource promotion. With our 501(c)(3) status obtained earlier this year, our focus is on capacity building, leadership development, and community-centered health policy efforts, guided by grassroots leaders to address health disparities in Illinois’ Latinx community.

PROGRAM SUMMARY: Illinois Unidos, in partnership Rincon Family Services and Latinx and Arab-American community nonprofits are supporting efforts to launch a robust, statewide Health Insurance Navigator program as Illinois transitions from a federally based market placed to a state-based marketplace for health insurance: Get Covered Illinois

POSITION SUMMARY: The IU Health Navigator will complete training to become a license health navigator. They will be required to maintain certification and be licensed by the Illinois Department of Insurance for the duration of employment under this position; maintain expertise in eligibility, enrollment, and program requirements; conduct outreach and public education activities to raise awareness about Get Covered Illinois-Marketplace; be informed and able to identify and explain Qualified Health Plans (QHP), Illinois Medicaid, and utilization of health coverage resources to community members in the Cook county, Lake county and DuPage county area

ESSENTIAL DUTIES:

  • Must complete individual navigator training to become licensed in the state of Illinois.
  • Provide information and services in a fair, accurate and impartial manner. Such information must acknowledge all health benefit programs.
  • Facilitate selection of a QHP or Medicaid,
  • Provide referrals to the Illinois Department of Insurance, or any other appropriate State agencies, for any enrollee with a grievance, complaint, or question regarding their health plan, coverage, or a determination under such plan or coverage.
  • Conduct outreach in hard-to-reach and Limited English Proficient communities (LEP)  in the Cook county, Lake county and DuPage county area.
  • Complete weekly and monthly reports.
  • Participate in all required training and meetings.
  • Enroll participants who are uninsured and under-insured in health coverage.
  • Maintain a work schedule that meets the needs of the population being served.
  • Report required information to necessary staff related to enrollment numbers, appointment, outreach activities, and other metrics as necessary.

Examples of required outreach and educational activities include but are not limited to:

  • Canvassing local communities, organizations, and events in the Cook county, Lake county and DuPage county area
  • Developing community contacts
  • Educational presentations
  • Visibility and tabling events
  • Using social channels to promote educational and enrollment activities
  • Stakeholder engagement

PHYSICAL DEMANDS: The Navigator must be able to successfully perform essential functions of this job including travel for networking, conferences, classes; extensive continuous computer screen time and occasional carrying of objects up to 10lbs. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. Employees are responsible for informing supervisors of any invisible disability or medical restriction that limits physical capability.

WORK ENVIRONMENT: The work environment characteristics are representative of those an employee encounters while performing the essential functions of this job. Navigator will travel to community events and partners in the Cook county, Lake county and DuPage county area.

MINIMUM QUALIFICATIONS:

  • Bachelor’s degree or work experience in a related position 2 years or more.
  • Experience working in the nonprofit sector, and in collaboration with public sector entities.
  • Experience conducting community outreach, community organizing, or other community campaigns.
  • Demonstrable experience, sensitivity, and commitment to the needs of the LEP and hard to reach community, and capacity to work with multiple team members and partners, to support the overall objective of the project.
  • Experience in working with collaborative processes and structures required.
  • Bilingual (English/Spanish) is preferred.
